Emergency Management
  • Initiated, organized and accomplished the consolidation of a major portion of public safety services provided by county government by combining the Division of Emergency Management, Division of Fire, Mutual Aid and Training and the Bureau of Emergency Medical Services into the Department of Emergency Management. Served as Commissioner/Emergency Manager April 1997 to July 2011.
  • Managed the County response and recovery from the 1998 Labor Day Storm, and all subsequent emergency/disaster incidents, by advising the County Executive and other administrative decision-makers.  Implemented policies, strategies and other actions through the Emergency Operations Center [EOC].
  • Established, and continues to lead, a collaborative network of municipal and community partners in emergency planning and preparedness efforts.  The major components are the Disaster Preparedness Committee [DPC], Citizens Corps and the Domestic Preparedness Planning Group [DPPG] and its related task forces.
  • Responded to disaster assistance requests managing or working in the Emergency Operations Centers of regional partners (Oswego, Broome, Jefferson counties.)  At the request of the NYS Emergency Management Office, responded to the New York City Emergency Operations Center during the World Trade Center 9/11 Disaster. Served as the Logistics Manager.
  • Served on the New York State Air Disaster Task Force, one of three county emergency managers to represent local communities writing the New York State Emergency Operation Plan for Air Disasters.
  • First recipient of the Doug Johnson Memorial Award for outstanding assistance to victims of disasters.  Award presented by the New York State Bar Association Committee on Mass Disaster Response.
  • Selected by the Northeast States Emergency Management Consortium as the New York State Emergency Manager of the Year 2008.
  • Elected President of the New York State Emergency Managers Association February 2008.
  • Presented the Dr. David Axelrod Award for Excellence In Emergency Management 2010  by the New York State Disaster Preparedness Commission
