Position Responsibilities:

  • Effectively supervises HR Advisors in ensuring appropriate service to assigned departments and in ensuring duties are carried out in compliance with policies and consistent with culture and business objectives.
  • Oversees all discipline and discharge procedures, ensuring consistency in application; uses excellent judgment to reduce organizational liability.
  • Ensures that all new supervisors/managers receive a supervisory orientation within the first 90 days in position; assists in orientation programs for department heads and directors.
  • Actively participates in developing and supporting operational leaders through coaching.
  • Reviews and approves all terminations for cause and brings pertinent issues to the attention of senior HR leadership.
  • Maintains appropriate accountability mechanisms and status reports for staff and monitors work volume and flow to ensure efficiency.
  • Oversees and plans monthly communication sessions for operating department leaders and sources and develops periodic communication pieces to enhance consistency and networking across departments.
  • Establishes strong working relationships with department heads.
  • Continually tracks and monitors employee relations trends, exit interview data and turnover in all departments to identify and remedy areas of concern.
  • Develops professional rapport with assigned supervisors and department heads to provide effective coaching on a variety of HR issues to include team relations, retention, organizational design, staff development and benefits administration.  Develops in-depth knowledge of assigned departmental operations.  Effectively facilitates communication between assigned departments and HR administrative staff.
  • Facilitates both structured and informal training with department leaders in areas of policies and procedures, administrative practices, corrective counseling, performance management and corporate culture and values.  Ensures clear accountability for completion of required training for all assigned leaders.  Assists in identifying and outlining needs for department-specific training.
  • Effectively administers the corrective counseling policy and problem resolution policy, displaying objectivity and excellent judgment to reduce organizational liability.  Ensures consistency of performance documentation.  Makes recommendations to Department Heads and VP for HR regarding all termination decisions.
  • Supports departmental recruiting and selection efforts, assisting in designing and conducting effective interview processes for targeted positions.  Works in partnership with recruiting staff to guide effective selection practices.
  • Assists operating departments in aligning procedures, standards, and staffing with defined business objectives.
  • Provides consistent education and enforcement of the harassment policy and acts as initial review of all claims.  Provides appropriate follow-up and documentation of all complaints.
  • Monitors departmental communications for assigned departments to ensure consistency with Nation policy.
  • Maintains working knowledge of all HR functions to include pre-employment processing and licensing, benefits enrollments, training, event coordination, and intervention procedures.
  • Continually assesses work environment for assigned departments.  Participates in department-specific safety teams, committees and focus groups to help facilitate action.
  • Effectively acts as a first point of contact for Department Heads in identifying, developing and proposing changes in positions, structure, compensation and reporting relationships to improve operational effectiveness.  Maintains an understanding of organization design issues, compensation practices and budgetary guidelines.
  • Establishes a consistent and reliable HR presence to meet operational needs of departments assigned.  Regularly schedules 16 hours per month of early morning, evening or weekend appointments with assigned departments to meet operational needs outside of standard, administrative office hours.


Minimum Qualifications:            

  • Experience in all HR functions to include recruitment, training, compensation, employee relations, and benefits.
  • Bachelor's Degree in Human Resources or related field.
  • Five years experience in comprehensive Human Resources administration or combination of experience and graduate studies.
  • Ability to accommodate early morning, evening or weekend appointments to meet departmental operational needs.
  • Excellent interpersonal and leadership skills and sound judgment.
  • Must be able to adhere to strict confidentiality policy.
  • Excellent oral and written communication skills and ability to interface and network.
  • Knowledge of personal computers including MS Office software.
  • Ability to cope with uncomfortable situations with emotional maturity. 
  • Knowledge of policies & procedures as they pertain to Human Resource Administration.
  • Strong math skills and analytical ability required.
  • Evaluation, assessment and decision-making skills.
  • Excellent organizational skills.
  • Must be able to work varying schedule to accommodate needs of assigned departments.

 

Physical Requirements:

  • Must be able to carry, reach, kneel, grasp, sit, and walk. Must be able to lift up to 35 pounds.
  • Must be able to operate telephone, typewriter, fax machine, copier, shredder, paper cutter, camera, and computer.
