Human Resources Manager (Full Time - 35 hours) - The Family & Children's Service of Ithaca

Qualifications: 

The Human Resources Manager must possess a Bachelor’s degree in Labor Relations, Human Resources Management or a related field with prior experience working in a human resources department.  PHR or SPHR certified preferred.  Experience working with an Employee Assistance Program including contract management, solicitation and/or developing and/or facilitating professional development seminars/workshops is preferred.

General Summary:

The Human Resources Manager leads, guides and manages the provision of human resource policies, programs and services for the entire agency and advises agency leadership about human resources issues.  The Human Resources Manager also oversees the agencies Employee Assistance Program including managing relationships with partners and soliciting new contracts with local employers. 

Responsibilities:

  • Provides consistent and excellent delivery of fundamental human resources services and ensures that the human resources program is viewed as a valued staff resource.
  • Ensures compliance with all applicable legal standards for F&CS employees and volunteers.  
  • Creates a positive work environment and employee-oriented organizational culture; leads agency wellness initiatives.
  • Develops an employee retention strategy.
  • Facilitates employee orientation, development, and training.
  • Assists in planning and implementing in-service and continuing education for all staff.
  • Oversees performance management including coordination of performance reviews.
  • Administrates employee compensation and benefits.
  • Identifies and solicits prospective EAP contracts, manages relationships with existing contracts.
  • Provides consultation and assistance to contracted employers on personnel issues, customer service concerns, employee referrals and workplace crises.
