This human resources Recruiter has accountability for fulfilling recruiting requirements for all assigned departments, and will lead the development and execution of effective source-to-hire recruiting strategies and selection processes.          

Position Responsibilities:

  • Develops initiates/implements an effective, on-time recruitment and selection plan for assigned departments to fill open positions. This includes the development of a progressive search strategy using a diverse sourcing methodology to include use of social media.
  • Screens applications/interviews candidates for all positions including exempt, non -exempt, temporary and seasonal positions.  Presents a slate of candidates for assigned searches that meet the criteria and qualifications identified by the hiring manager and outlined in the job description.  Refers qualified candidates to assigned departments for further evaluation through the selection process.
  • Consults with other recruiters on their searches to provide guidance and direction regarding sourcing and search strategy. 
  • Uses the applicant tracking system in accordance with data standards, processes and procedures.  Provides reports to supervisor and departments as required regarding the status and progress on any assigned searches.
  • Maintains continuous communication with hiring managers, including organizing and leading “kick-off” meetings for new searches, and regular search progress/update meetings.  Reports communication breakdowns promptly to supervisor.
  • Trains and coaches others, including hiring managers, on interviewing and hiring when required.  Provides interview questions to participants in the selection process when needed. 
  • Works cooperatively with the management of assigned departments.  Has working knowledge of wage rates, budgeted payroll dollars, monthly payroll variances, headcount (FTEs) and general recruiting issues of the department.
  • Reviews and updates job descriptions before posting to ensure content accurately reflects position responsibilities and requirements.
  • Review and verifies requisition requests from hiring departments.  Compare requests to budgeted headcount (FTE).  Request justification from hiring departments when required. 
  • Based on budget FTE & head count, works with supervisor to make strategic staffing-management recommendations to department.
  • Partners with Compensation department and presents necessary information to drive decisions regarding recommendations for offers. 
  • Consistently fills 75% of openings within the stated Time-to-Fill guidelines (see chart below).
  • Makes a conscious effort to give “on-the-spot” pre-screening top priority..
  • Coordinates and attends job fairs and other recruiting events.  Appropriately represents the property in the community at colleges and universities and with other employment security agencies. 
  • Builds effective professional networks locally, regionally and nationally, to leverage in filling positions.
  • Generates advertisement themes and coordinates advertising.  Reviews all advertising with the Employment Supervisor.
  • Coordinates the job posting system and ensures all positions are properly requisitioned and posted in a timely manner.  Ensures posted notices match the job description and reviews relevant posting for eligibility.
  • Conducts sufficient interviews and completes satisfactory reference checks. 
  • Demonstrates familiarity with the property’s compensation and benefit programs.  Accurately communicates programs to candidates during the recruitment process.
  • Demonstrates working knowledge of Oneida Indian Nation Gaming Commission and New York State Racing and Wagering licensing requirements and processes.  Communicates licensing requirements effectively and works closely with the licensing function.  Partners and assists the Employment Licensing department with the processing of candidates when required.
  • Schedules new hires for processing and new hire orientation.  Works closely with the Training function.
  • Identify new sourcing tools when required to successfully complete searches. 
  • Research and identify outside recruiting agencies to assist in searches when required.  Manage the agency relationship throughout the search, selection and offer processes.
  • Actively participates and contributes to departmental events and projects when required.

Minimum Qualifications:   

  • Bachelor’s Degree or equivalent work experience and training in human resources or related discipline.
  • At least 5 years previous experience in recruitment, selection or in an HR Generalist capacity.  7 or more years preferred.    At least 3 years experience in a corporate recruiter role preferred.
  • Previous experience at an exempt and leadership level required. 
  • Minimum 3 years experience using an applicant tracking system. 
  • Deep understanding and experience using metrics and reporting to drive success individually and with hiring managers.
  • Minimum 5 years experience building effective beginning-to-end, progressive recruiting strategies that use an array of sources that includes social media channels.
  • Experience cold calling to develop networking leads and prospects.  Demonstrated ability to design and execute an effective candidate screening, evaluation and selection process.
  • Demonstrated experience using social media effectively to develop networks and source candidates.
  • Demonstrated ability to consult to business leaders regarding staffing needs and decisions.
  • Experience selecting and managing recruiting agency relationships to fill positions
  • Excellent oral and written communication skills. Must possess strong evaluation, assessment and decision-making skills.
  • Strong computer background with MS Suite experience; Infinium experience a plus. Must adhere to strict confidentiality policy.
